The main culprit here is state bureaucracy which didn't show interest in shifting their residence to new capital for 12 years; nor the ministers showed any interest; chief Secretary has moved there just two months back , rest are still to follow. In absence of political/official backing hospitals, educational institutions and top brand chains/retail markets didn't open their branches there discouraging the denizens to settle there and instead travel daily from old city. Adding to the woes, property rates (both govt and private)are sky high; not affordable by middle class.
