Ok. But without comma, it would have made no sense. Although we know these places, those who don't know these places may find it difficult to know the exact name. Instead, the may end up giving a wrong name to those places.
Like, for the below words:-
KOLKATA, WEST BENGAL.

more... a comma has been added in between the city / district name and the state name. So, ppl will be able to differentiate between just Kolkata and the state of West Bengal. But, if it is written like this:-
KOLKATA WEST BENGAL, due to absence of comma, many may presume that the name of the city/distruct/state is the whole name. This means, city/district name is KOLKATA WEST BENGAL, state's name is also KOLKATA WEST BENGAL, which is impossible in reality. Similarly, here also this logic applies. Sorry if u think tha i argued or pretended to know more than u, but actually, i just expressed my own views and logic. U may disagree with it, no problem
