The railway engineering department had issued an order two days prior, demanding that all vegetable vendors set up their shops within a designated shed inside the Itwari market. This order caused panic among the vendors as the allocated space within the shed is insufficient and unclean. Shashibhushan Samd criticized the railway officials for their lack of concern for the well-being of the poor Adivasi vendors and accused them of mistreatment.

Do din pehle railway engineering department ne order nikala tha ki sabhi sabzi bechne wale Itwari market ke andar banae gaye shed mein apni dukaan lagaen. Is order se garib sabzi bechne walon mein darr fail gaya, kyunki shed mein jagah bahut kam hai aur saaf-suthri bhi nahin hai. Shashibhushan Samd ne railway officials ko garib Adivasi vendors ko pareshaan karne ka ilzaam lagaya aur unki pareshaniyon ke liye unhe zimmedar thahraaya.
