Yes on WDFC the last phase work is still pending click here click here but the EDFC is fully completed.
The problem might be lesser demand from customers on the route, selection of route and many factors. Instead a coal or any mineral dedicated corridor can work better in SECR SER ECoR where coal production is more click here

EDFC orignal plan on which it was sanctioned was till Kolkata. While the work was in progress it got shelved and it was short terminated. On papers the EDFC is completed but not in reality in which it was envisioned

In this case WDFC fared better because they are progressing till destination JNPT. Port connectivity is important for both the DFCs as it ensures goods reach the port without any disruption enroute.
