After a series of TDR filing and the negative reply with deemed out reasons from IRCTC, they have successfully got be confused between the New Refund Rules and Old refund rules.
Accordingly, I throw open my TDR case in the forum for discussions:

I had booked by 2 tickets in 3A aboard 12133 Mangalore Express from Thane to Udupi for journey dated 11.08.2013. However, I/we alighted at Madgaon Jn. There was no TTE aboard the train.
Accordingly, the same day, I filed a TDR for refund of difference fare between Madgaon to Udupi for short termination of Journey. My TDR was rejcted on the grounds that TDR was not filed within time.
I now filed a grievance in Pg portal requesting them the reasons for rejection as to I couldn't find any extract in the gazette whatsoever for refunds in case of short termination of journey. The old rule book had it that the passenger can file TDR for distance not travelled and claim refund after alighting.
As expected, the case was again rejected with a one liner " TDR was rejected as it was not filed on time as per new refund rules"
