every railway minister irrespective of state has shown favouritism to their own state. lalu has done no differently. he did trouble shoot and made railways into a profitable venture. his ways may be different. if gone by rule books, railways will make no profit. he made some out of box thinking and encashed it. some problems were also there, no doubt. net result was profit according to times. when every rly minister were crying for finances and budgetary support, he changed everything. that has to be appreciated irrespective of the ways/means of adoption.
