The Train Lighting and Air Conditioning department was previously part of the Electrical General Department but was later moved to the Carriage & Wagon branch under the Mechanical Department by the Railway Board. This change caused significant difficulties for employees in the Train Lighting and Air Conditioning department as they faced challenges in carrying out their daily tasks and received inadequate technical guidance from Mechanical Department supervisors unfamiliar with electrical work. The ECRKU's Upper Secretary and Dhanbad Division's PNM in-charge, Mr. Ziauddin, congratulated the department's employees and explained that the All India Railwaymen's Federation (AIRF) had requested the Railway Board to return the Train Lighting and Air Conditioning department to the Electrical General Department. After extensive discussions, the Railway Board in 2019 issued instructions to revert the department to its original department. However, the zonal level officials' disregard delayed the implementation of this decision until now.

Is tarah department badalne se Train Lighting aur Air Conditioning department ke employees ko apne daily kaam karne mein bahut difficulty aa rahi thi. Aur usme Mechanical ke supervisors ke paas electrical kaam karne ki technical skill nahi thi, jiske kaaran Train Lighting aur Air Conditioning department ke employees ko proper guidance aur work control mein difficulties aa rahi thi. ECRKU ke Upper Secretary aur Dhanbad Division ke PNM in-charge, Mr. Ziauddin ne department ke employees ko bhadhai dete hue bataya ki All India Railwaymen's Federation (AIRF) ne Railway Board se request ki thi ki Train Lighting aur Air Conditioning department ko vapas Electrical General Department ke under kar diya jaaye. Iske baad extensive discussions ke baad, Railway Board ne 2019 mein department ko vapas pehle wale department ke control mein karne ke instructions jaari kiye the. Lekin zonal level par high officers ki up-ek-sha ke kaaran abhi tak yeh decision implement nahi ho paya tha.
