The train starts at Delhi and runs via Mumbai, as such slot availability is always going to be an issue.
Despite that, under non-monsoon schedule, TVC Raj serves not only passengers from Delhi but also thoae from Mumbai going towards Kerala as unlike the slow coach netravati which wastes almost two daytime hours in running while reaching Kerala, TVC raj departs late at night and wastes only one day, and unlike older schedule it arrives in Mumbai at reasonable time.

more... to get a 130 fit schedule on WR upto VR and at least 120 or maybe even 130 fit schedule on KR. Add into it the completion of roha veer doubling and this should shave of some more time from schedule and allow it to reach TVC at an earlier time.
But non-monsoon is doomed, as electric or otherwise it will wind up running at a sedate pace of 80 in entire KR and I don't expect speed gains from other sector to contribute much in preponing its arrival.
The only way this will change is if the 80 kmph limit is removed in KR during monsoon.
