Ecatering is available in other trains too, even in Rajdhanis. But if you see the price of ecatering options, its dearer to pantry food and many may not want to spend that much.

As of current railway practices, even if section MPs is 130 ..separate permission for 130 mps for each and every train is required because that permission requires high level of rake maintenance. So after the agreement with that particular CDO and routine inspection, crs give that permission to that train

why to upar bataya... har cdo ko apne particular train ke liye rake condition ke hisab se separate permission lena padta hai.
Agar Bandra cdo special permission ke liye crs ke pass apply karega aur unke maintenance terms and conditions ko fulfill karega tab hoga...
