My friend can you list the name of rail line constructed this I don't think the length is more than 100km
I think less than 50 km lines are newly constructed. If I am wrong than give me list of rail lines along with track length . As far as I am reading this web site only 3 line are constructed

He is just posting a news article. It is not his own data. What other 'proof' can he get? Please request the 'proof' from the concerned newspaper or through an RTI.
And newspapers have a habit of mixing up railway terms. For starters, the construction data given by IR includes doubling/tripling, new loop lines/sidings, gauge conversion and track renewals. A common reader does not differentiate between these things, so they are usually just reported under 'new/cpmpleted construction'.

AFAIK 4000KM track does not mean 4000kms of rail route, but total length of rail tracks laid in the section/s, or in other words, track kilometres.
What you are calling as 100KM, is not defined as 100KM in IR vocabulary, but 100RKM or 100 Route km. There can be 400kms of tracks in a 100km section, as it is not clearly defined here, so most probably it is track kilometres here.. Well there is irregularity in Railway data as well, they also consider the total tracks added in old projects in a fiscal year. Hope I explained it in a simple way.

I agree with you that it includes line doubling newline tripling gauge conversation and loop line but although 4000kms are big number if you will add everything in last 5 years also then you can not touch 4000kms.
