No. I think it would be better to invest in increasing air transport infrastructure, than any high speed rail network, and improving the existing rail network. This would make for the best utilisation of the already acquired/Govt. owned land (in case of rail networks) or can be completed with minimum acquisition of new land (in case of air transport infrastructure). If the fares, of high speed rail network, are anywhere near comparable to air transport, I doubt that high speed rails can attract much patronage.
