I dont know IRI Rules completely.
What i guess if train starts from small station that GNWL quota is shared to all stations. (7*72= 504 berths in sleeper 100 to SLN rest to all other stations can share which can get a good availability to those stations in RLWL/PQWL)
If started from Big stations GNWL goes to that station and on route stations will get less berths.(7*72=504 berths 400 to GNWL Big stations and Rest 104 to be shared by other stations in PQWL/RLWL)

Than extending this train to LKO/CNB is in justification. i think some other station like PBH/RBL will good.
