A brilliant example of how the the undue politicisation is killing IR. Great experience at Madhepura, where a garden has been converted into a useless concrete jungle (concrete factory) without any production!!! The RM/MP of area went ahead and got the intended popularity among the masses, political mileage and electoral benefits, poor IR lost money and inheriting a non performing asset in return. Even after the bad experience of sleeper factory at Madhepura, still going for a huge electric loco factory at Madhepura is just like playing football with precious and scarce resources of IR.

more... logistics etc, the finalisation of location is a very important step, which have a great bearing on the success of the project during construction as well as after the factory goes in production after its commissioning. Location is always finalised after a detailed studies and analysis of feasibility/benefits of many alternatives. But in IR, there is no analysis, but priority which most probably should be like:
(1) constituency/area of interest of RM/
(2) constituency/area of interest of MoSIR
(3) Other powerful minister in Govt
(4) Zonal HQ
(5) Div HQ/
(6) other city decided by the consultants/experts doing the study
If no.1 not interested to take, no-2 get chance, if no-2 does not take interest then no-3 get chance and so on.
This way IR firstly becomes a political fiefdom, then bureaucratic fiefdom and only after a matter escapes/overcome these two hurdles, only the things may be expected to go in the right way. Unless IR comes out of these practices, not much improvement is possible.
