Yes back to back Vb is okay but last shatabdi which was introduced via umb was way in 2013 Cdg-Ndls 12045/46 during Pawan Bansal regime.
Ndls-Umb section is already 130 Km/h
Shatabdi was running before Covid between Ndls-ludhiana(Ldh)/Moga via Rohtak,Jind,Dhuri,Sangrur but it was not as sucessful as other shatabdi's are via Ldh.
So any Premium train towards Svdk/Asr via
1.Meerut,Saharanpur...

may not get end to end passengers.
Look at examples of
1.Umb-Dli intercity 14521/22 - very less end to end passengers.
Most booking from Ynr,Sre to gzb and dli.
Yes,Ambala to meerut and Muzaffarnagar has some booking.
2.Juc-Ndls Intercity 14681/82 - Negligible end to end booking from Juc,Pgw,Ldh to Ndls.
But intermediate booking like Juc-mtc,juc-sre,ldh-mtc etc.
Yes with 200 km stretch of Ndls-Umb, no intermediate station is not stoppage,it is a matter of concern.
But in recent time,Kalka Shatabdi 12005/06 was given stoppage at Pnp.
Klk-Ndls 12011 at So nipat and some years ago Cdg-Ndls 12045/45 at Karnal(Kun).

Premium Train demand is high in 4 Northern cities of India - ASR, LDH, JUC and CDG to reach Delhi in quick time with quality services largely due to a lot of Pax migration/ immigration to Western world from Delhi Airport. Punjab's outbound traffic is more for Airport, while inbound traffic is more ASR tourism and LDH industries based.

NDLS/JAT/ASR bound pax to catch a train rather.

PNP, KUN cannot give occupancy to CDG or NDLS bound premium trains as the road distance is hardly 1.5-2 hours and there are enough trains already for these destinations. I think there is no demand either to CDG or NDLS from these stations. They will only give occupancy to ASR/JAT/SVDK bound premium trains or long distance trains. Ideally PNP can be stripped off Kalka Shatabdi stoppages and rather it should get ASR Shatabdi stoppages and 1 of the SVDK VB halt. The other SVDK bound VB should be given KUN stoppage.
