To accommodate the expected passenger surge during the festive season, the Railways is introducing a special train service between Secunderabad and Brahmapur. Train no. 07093, the Secunderabad-Brahmapur Special Express, will depart from Secunderabad at 7.45 p.m. on January 8 and 15, reaching Duvvada the next day at 5.45 a.m. and then Brahmapur at 11.15 a.m. The return journey, train no. 07094, Brahmapur–Secunderabad Special Express, will leave Brahmapur at 12.30 p.m. on January 9 and 16 and will reach Vikarabad the next day at 6 a.m. These special trains will make stops at Nalgonda, Miryalaguda, Sattenapalli, Guntur, Vijayawada, Eluru, Tadepalligudem, Rajahmundry, Samalkot, Annavaram, Anakapalli, Duvvada, Pendurthi, Kottavalasa, Vizianagaram, Chipurupalli, Srikakulam Road, Palasa, Sompet and Ichapuram. Consequently, a specific timeline could not be provided. After reviewing the implementation of this assurance, the Committee strongly criticized the Railway Ministry's actions over the past three years, citing significant delays in the establishment of the South Coast Railway zone and the Rayagada division. The Committee acknowledged that the DPR was still under review by the Ministry and that it would take some time to finalize. However, the Committee found the delays unacceptable, considering the importance of the assurance. They attributed the delay to negligence on the part of the Railway Ministry. The Committee expressed dissatisfaction with the Ministry's response regarding the closure of the Waltair division and recommended that the Ministry should have consulted with representatives and stakeholders to address the issue. The Committee emphasized that the establishment of the railway zone was a matter of importance to all members, regardless of their political affiliations. While acknowledging the challenges in completing infrastructure projects within a set timeframe, the Committee emphasized that the Railway Ministry's lack of effort in fulfilling assurances was evident. They urged the Ministry to work in coordination with all parties to implement the assurances and finalize a timeline for the establishment of the Rayagada division, which would contribute to industrial, social, and economic development in the region.

Isliye koi specific timeline nahi bataya ja sakta. Is assurance ke implementation ki review karne ke baad, Committee ne last three saalon mein Railway Ministry ke actions ko strongly reject kiya. Committee ne kaha ki South Coast Railway zone aur Rayagada division banane mein bahut der ho rahi hai. Committee ko pata hai ki DPR abhi bhi Ministry ke review mein hai aur isko finalize hone mein thoda time lagega. Lekin Committee ne is delay ko un acceptable maana hai, considering the importance of the assurance. Unhone yeh delay Railway Ministry ki negligence ke karan bataya. Committee ne Ministry ke Waltair division ke closure ke baare mein response se dissatisfaction dikhayi aur suggest kiya ki Ministry ko is issue ko address karne ke liye representatives aur stakeholders se consult karna chahiye tha. Committee ne yeh bhi kaha ki railway zone ka establishment sabhi members ke liye important hai, chahe woh kisi bhi party se belong karte ho. Infrastructure projects ko set timeframe mein complete karne ki challenges ko accept karte hue, Committee ne yeh bhi kaha ki Railway Ministry ki assurance ko pura karne mein lack of effort saaf dikh raha hai. Unhone Ministry se urge kiya ki woh assurances ko implement karne ke liye aur Rayagada division ke establishment ke liye timeline finalize karne ke liye sabhi parties se coordinate kare, jisse region mein industrial, social aur economic development ho sake.

ఈనాడు, దిల్లీ: విశాఖపట్నం (Visakhapatnam) కేంద్రంగా దక్షిణకోస్తా రైల్వేజోన్‌ (South Coast Railway zone) ఏర్పాటులో మంత్రిత్వశాఖ నిర్లక్ష్యధోరణితో వ్యవహరిస్తున్నట్లు లోక్‌సభ హామీల కమిటీ ఆక్షేపించింది. మంగళవారం సభకు సమర్పించిన నివేదికలో ఈ విషయంలో రైల్వేశాఖ వైఖరిని తీవ్రంగా తప్పుబట్టింది. దక్షిణకోస్తా రైల్వేజోన్‌, రాయగడ డివిజన్‌ ఏర్పాటు గురించి 2020 మార్చి, 2021 ఫిబ్రవరి, మార్చి నెలల్లో లోక్‌సభలో ఆంధ్రప్రదేశ్‌ సభ్యులు అడిగిన ప్రశ్నకు రైల్వేమంత్రి సమాధానమిస్తూ డీపీఆర్‌ తయారైందని, అది రైల్వేబోర్డు పరిశీలనలో ఉందని, అందువల్ల నిర్దిష్ట గడువు చెప్పలేమని పేర్కొన్నారు. ఈ హామీ అమలుపై అధ్యయనం చేసిన కమిటీ మూడేళ్లుగా రైల్వేశాఖ వ్యవహారశైలిని తీవ్రంగా తప్పుబట్టింది. ‘‘దక్షిణకోస్తా రైల్వేజోన్‌, రాయగడ డివిజన్‌ ఏర్పాటులో తీవ్ర జాప్యం జరిగినట్లు కమిటీ గుర్తించింది. ఈ సమస్య నిరంతరం కొనసాగుతోంది. డీపీఆర్‌ ఇప్పటికీ ఇంకా రైల్వే మంత్రిత్వశాఖ పరిశీలనలోనే ఉంది. దాని ఖరారుకు కొంత సమయం పడుతుందన్న విషయాన్ని కమిటీ అర్థం చేసుకుంది.

ఇంత ముఖ్యమైన హామీలో మూడేళ్లకు పైగా జాప్యాన్ని కమిటీ అంగీకరించట్లేదు. అది రైల్వే మంత్రిత్వశాఖ నిర్లక్ష్యాన్ని చాటుతోంది. వాల్తేరు డివిజన్‌ మూసివేత గురించి ప్రజాప్రతినిధులతో పాటు, వివిధ భాగస్వామ్యపక్షాలతో చర్చించి సమస్యను పరిష్కరించి ఉండాల్సింది. దీనిపై మంత్రిత్వశాఖ సమాధానంతో కమిటీ సంతృప్తి చెందడంలేదు. రైల్వేజోన్‌ అంశాన్ని పార్టీలతో సంబంధం లేకుండా సభ్యులంతా సభలోనూ, బయట ప్రస్తావిస్తున్నారు. మౌలికవసతుల పనులు నిర్దిష్ట గడువులోగా పూర్తిచేయడం కష్టమని కమిటీకి తెలుసు. ఇదే సమయంలో హామీలు నెరవేర్చడానికి రైల్వేశాఖ ప్రయత్నాలు చేయలేదన్నది నిజం. ఇప్పటికైనా రైల్వేశాఖ అన్ని పక్షాలతో సమన్వయం చేసుకొని, హామీల అమలుకు నడుం బిగించాలి. రాయగడ డివిజన్‌ ఏర్పాటుతో ఆ జిల్లాలో పారిశ్రామిక, సామాజిక, ఆర్థికాభివృద్ధి జరుగుతుంది. అందువల్ల రైల్వేశాఖ వెంటనే దక్షిణకోస్తా రైల్వేజోన్‌, రాయగడ డివిజన్‌ ఏర్పాటుకు నిర్దిష్ట గడువుతో కూడిన కార్యాచరణను తయారుచేసి అమలుచేయాలి’’ అని కమిటీ తన నివేదికలో పేర్కొంది.
