This is actually the new livery of ICF coaches in Indian Railways. So all will be painted one by one. So, it's not mandatory to be Utkrisht actually.

3-phase technology entered India with WAP5 only :). EMDs came after 3-phase locos, but are certainly more advanced.
Note : It's "not" always necessary for a loco, say loco B, which came/was produced after a loco, say loco A, to be more advanced. We have examples of such cases as well.

EMD series of loco (excluding WDM 4 of course :P ) also use 3 phase technology i.e. 3 phase I.M. with VVVF technology, but i wrongly thought that they came to India before P5/G9.
WAP5/WAG9 locos came to India earlier, between 1995 and 1997.
WDG4 (GT46MAC) came in 1998-99 and WDP4 (GT46PAC) in 2001.
