Balb aur Marripalem station ko develop karne ka proposal tha, jisse ye problem solve ho sakti thi, lekin South Coast Railway Zone mein progress nahin hone ki wajah se woh bhi bandh pad gaya. Government ne zone ke liye land allot kiya tha, lekin woh fraud tha, kyunki woh land prohibited area mein tha. Is wajah se Andhra Pradesh ke youth ko job nahi mil rahi hai aur unhe RRB exam ke liye dusre states mein jaana pad raha hai.

దువ్వాడ మీదుగా 35 సర్వీసుల రాకపోకలుదక్షిణ కోస్తా రైల్వేజోన్‌ రాకపోవడమే కారణంఐదేళ్లుగా పట్టించుకోని జగన్‌ ప్రభుత్వం

చలువతోట(రైల్వేస్టేషన్‌), న్యూస్‌టుడే: రాష్ట్రంలోనే విశాఖపట్నం పెద్ద నగరం. నిత్యం లక్షల మంది ఇక్కడి నుంచి రాకపోకలు సాగిస్తుంటారు.. ఆ స్థాయిలో రైళ్లు అందుబాటులో లేకపోవడంతో సీట్ల కోసం పాట్లు తప్పడం లేదు. మరో పక్క వారంలో 35 వరకు రైళ్లు విశాఖ రాకుండా దువ్వాడ స్టేషన్‌ మీదుగా వెళ్లిపోతున్నాయి. విశాఖలో తగినన్ని ప్లాట్‌ఫాంలు లేకపోవడం, స్టేషన్‌లోకి వచ్చిన ప్రతి రైలు, ఇంజిన్‌ మార్చుకుని బయలుదేరాలంటే 20 నిమిషాలకుపైగా సమయం పట్టడం దీనికి కారణమని రైల్వే అధికారులు చెబుతున్నారు. ఈ సమస్య పరిష్కారానికి బల్బ్‌ స్టేషన్‌, మర్రిపాలెం స్టేషన్‌ అభివృద్ధికి ప్రతిపాదనలు చేశారు. దక్షిణ కోస్తా రైల్వే జోన్‌ సాకారమై ఉంటే వాటిల్లో ఒక్కటైనా పట్టాలెక్కేది. కాని వైకాపా ప్రభుత్వం నిర్లక్ష్యం కారణంగా జోన్‌ ఒక్క అడుగు కూడా ముందుకు పడలేదు.

రైల్వే జోన్‌ వచ్చి ఉంటే..

‘బల్బ్‌ స్టేషన్‌ అభివృద్ధికి అవసరమైన స్థలం ఇవ్వడానికి పోర్టు అంగీకరించకపోవడంతో ఆ ప్రతిపాదన కార్యరూపం దాల్చడం కష్టమే. అయితే కొంచెం దృష్టిపెడితే మర్రిపాలెం స్టేషన్‌ను అభివృద్ధి చేయవచ్చు. గతంలో దీన్ని టెర్మినల్‌ స్టేషన్‌గా అభివృద్ధి చేయాలని భావించారు. ఈ మేరకు కొన్ని పనులు కూడా చేశారు. తర్వాత ఏమైందో ఏమో అది అటకెక్కింది. ఇక్కడ నాలుగైదు ప్లాట్‌ఫారాలు నిర్మిస్తే చాలు.. విశాఖ నుంచి బయలుదేరే రైళ్లను ఇక్కడి నుంచి పంపించవచ్చు. తద్వారా దువ్వాడ మీదుగా వెళ్లే రైళ్లను విశాఖకు మళ్లించవచ్చ’ని ఎప్పటి నుంచో రైల్వే వినియోగదారుల సంక్షేమ సంఘం చెబుతోంది. రైల్వే జోన్‌ సాకారమై ఉంటే ఈ ప్రతిపాదన పట్టాలెక్కి ఉండేదనే అభిప్రాయం వ్యక్తమవుతోంది. అదే విధంగా విశాఖ నుంచి మరిన్ని కొత్త రైళ్లను నడిపే అవకాశం ఉండేదని, కేవలం జగన్‌ ప్రభుత్వ నిర్లక్ష్యం కారణంగా నగరవాసులు మంచి అవకాశం కోల్పోయారనే అభిప్రాయం వ్యక్తమవుతోంది.

స్థలం విషయంలో ప్రభుత్వం దొంగాట..

దక్షిణ కోస్తా రైల్వే జోన్‌కు అవసరమైన స్థలం కేటాయింపులో వైకాపా ప్రభుత్వం దొంగాట ఆడింది. ముడసర్లోవలో సుమారు 52 ఎకరాల స్థలం కేటాయించామని, రైల్వే అధికారులే తీసుకోలేదని చెప్పింది. వాస్తవంగా ఆ స్థలం రిజర్వాయరు పరివాహక ప్రాంతంలో ఉండడంతో తెదేపా హయాంలో అప్పటి కలెక్టర్‌ యువరాజ్‌ నిషేధిత జాబితాలో చేర్చారు. అందులో పట్టాలు కలిగి ఉన్న గిరిజనులను ఖాళీ చేయించారు. వీటన్నింటినీ దాచిపెట్టిన వైకాపా ప్రభుత్వం స్థలం ఇచ్చేసినట్లు నమ్మబలికింది. చివరికి రైల్వేశాఖ మంత్రి లోక్‌సభలో వాస్తవాలు చెప్పడంతో జగన్‌ ప్రభుత్వ దొంగాట బయటపడింది. రైల్వేజోన్‌ సాకారమై ఉంటే రైల్వేబోర్డు వచ్చేదని, విభజన కారణంగా నష్టపోయిన రాష్ట్రానికి మంచి జరిగేదని తెలిసినా రాష్ట్ర ప్రభుత్వం పట్టించుకోలేదు. ఫలితంగా లక్షలాది మంది రాష్ట్ర యువత ఉద్యోగావకాశాలు కోల్పోయారు. ఆర్‌ఆర్‌బీ పరీక్షలు రాయడానికి ఇతర రాష్ట్రాలకు వెళ్లాల్సి వస్తోంది.

Upon completion, this line will create a new railway connection in the Konaseema region, acting as an alternative route for the main line traffic. The construction of the Narasapur-Kotipalle railway line was first proposed during the British era, but it remained confined to surveys for many years. Former CM Chandrababu Naidu brought it to the attention of the central government. In 2014, after coming to power, the BJP promised to complete this project. Subsequently, the project was undertaken at an estimated cost of Rs. 2,120 crores. The state government was expected to contribute Rs. 525 crores. However, the YSRCP government's failure to provide its share of funds and the stalled land acquisition have led to the project's stagnation.

ఈనాడు, ఏలూరు: ఉమ్మడి గోదావరి జిల్లాల ప్రజల చిరకాల వాంఛ అయిన నరసాపురం-కోటిపట్లి రైల్వేలైను పనులు నత్తనడకన సాగుతున్నాయి. దశాబ్దాలు గడుస్తున్నా పూర్తి కావడం లేదు. 57.21 కి.మీ. పనులు చేపట్టే ఈ ప్రాజెక్టులో ప్రతిపాదించిన మూడు వంతెనల్లో మొదటిది పశ్చిమగోదావరి జిల్లా యలమంచిలి మండలం చించినాడ నుంచి డాక్టర్‌ బీఆర్‌ అంబేడ్కర్‌ కోనసీమ జిల్లా దిండి వరకు వశిష్ఠ గోదావరిపై 20 పిల్లర్లతో వంతెన నిర్మాణం. రెండోది ముక్తేశ్వరం-కోటిపల్లి మధ్య గౌతమి నదిపై 45 పిల్లర్లతో నిర్మాణం.  వైనతేయ నదిపై 21 పిల్లర్లతో పాసర్లపూడి- బోడసకుర్రు మూడో వంతెన పనులు చేపట్టారు. ఇవన్నీ వివిధ దశల్లో ఉన్నాయి.పనులు పూర్తయితే కోనసీమ రైల్వేలైను ఏర్పడుతుంది. మెయిన్‌లైన్‌ ట్రాఫిక్‌కు ప్రత్యామ్నాయంగా మారుతుంది.

నరసాపురం-కోటిపల్లి రైల్వేలైన్‌ నిర్మాణం బ్రిటిష్‌ హయాంలో ప్రతిపాదించారు. చాలా ఏళ్లు  సర్వేలకే పరిమితమైంది. అప్పటి సీఎం చంద్రబాబు కేంద్రం దృష్టికి  తీసుకెళ్లారు. 2014 ఎన్నికల్లో కేంద్రంలో అధికారంలోకి వస్తే ఈ ప్రాజెక్టు పూర్తి చేస్తామని భాజపా హామీ ఇచ్చింది. అనంతరం రూ.2,120 కోట్ల అంచనా వ్యయంతో పనులు చేపట్టారు. రాష్ట్రప్రభుత్వం తన వాటాగా రూ.525 కోట్లు ఇవ్వాల్సి ఉంది. వైకాపా ప్రభుత్వం తనవాటా నిధులు ఇవ్వక, భూసేకరణ కొలిక్కిరాక ప్రాజెక్టు పడకేసింది.

What you said is correct. most of the railway project in Andhra , executing under cost sharing basis only. why this special offer for only Andhra Pradesh projects. anyway Railways not sharing any revenue with state government.

FYI ...Estimate cost of 2500.98 Cr (Excl Land Cost) with a ROR of (+) 6.19%. With 100% Rly Funds is submitted to RB on 11.04.2022. Land required for the project to be acquired by A.P state Govt with their funds & has to be handed over to Railways.

Shri Arun Kumar Jain, General Manager, South Central Railway held a Press Meet at Rail Nilayam, Secunderabad to highlight the Budgetary allocations of South Central Railway for 2024-2025. The Union Budget 2024-25, which includes the Railways, was presented o­n the floor of the Parliament o­n 01st February, 2023. The Pink book, a compendium containing all the details about the infrastructure works, demands for grants and comprehensive details of budgetary allocations for carrying out various works in Railways, the details of which are as below.

Brief highlights about Railway Budget o­n Indian Railways Perspective:

This year, Indian Railways has been allotted its highest ever budget outlay of Rs. 2,52,000 crores. Three major economic railway corridor programs have been planned for implementation. These include:

Energy, Mineral and Cement Corridors,
Port Connectivity Corridors, and
High Traffic Density Corridors.

The projects have been identified under the PM Gati Shakti for enabling multi-modal connectivity. They will improve logistics efficiency and reduce cost. The resultant decongestion of the high-traffic corridors will also help in improving operations of passenger trains, resulting in safety and higher travel speed for passengers.

Together with dedicated freight corridors, these three economic corridor programmes will accelerate our GDP growth and reduce logistic costs. Forty thousand normal rail bogies will be converted to the Vande Bharat standards to enhance safety, convenience and comfort of the rail passengers.

South Central Railway Highlights:

South Central Railway has got a substantial budgetary allocation for the year 2024-25. SCR has been allotted its highest ever budget allocation of Rs. 14,232.84 Crores for the year 2024-25, compared to Rs. 13,786.19 Crore for the year 2023-24. Compared to last year’s Pink Book, Two New Doubling Projects and Bypass Lines for different stations have been sanctioned the details of which are:

Doubling Project between Bhadrachalam Road – Dornakal for a distance of 54.65 Kms with an estimated cost of Rs 770.12 Crore.

Doubling Project between Aurangabad – Ankai for a distance of 98.25 Kms with an estimated cost of Rs 960.64 Crore.

Bypass line has been sanctioned at Latur Road with an estimated cost of Rs 46.95 Crores.

Budget Allocations in terms of Major Heads Allocation, the details are as follows:

For New line projects, an allocation of Rs 1,184.14 Crore has been made, compared to Rs 819.5 Crore in the last year, i.e., an increase of 44%.

For Doubling, Third Line and Bypass line works, a Capital Outlay of Rs 2,905.91 Crore has been allotted.

For completion of remaining non-electrified sections over SCR, a budgetary grant of Rs. 224.59 Crore has been allotted.

For customer amenities, the budgetary grant of Rs 790 Crore has been allotted.

For Signal & Telecommunication works, a budgetary grant of Rs 302.68 Crore has been allotted, compared to Rs 174.02 Crore in the last year i.e., an increase of 74%.

The budget allocations for some of the important Safety related works include:

Rs 891.4 Crores towards Road Safety Works: (Level Crossings, Bridges and ROB/RUB). This is 22% more than Rs 730.63 crores allocated during the previous year.

Rs 1,530 Crores for Track Renewal works: Which is 12% more than the budgetary allocation of Rs 1,360 crores made during the previous year.

An amount of Rs. 41.94 Crores has been allocated for implementation of Kavach.

Rs. 450 Crore has been allotted for Nadikudi–Srikalahasti new line project: The project was sanctioned in the year 2011-12 for a distance of 309 Kms with a sanctioned cost of Rs.2, 289 Crore. 50% of the project cost is to be borne by the Govt. of AP, while giving land free of cost. The section between New Piduguralla to Savalyapuram for a distance of 46 kms is completed and commissioned along with electrification. Works are in progress in the remaining sections.

Rs. 350 Crore has been allotted for Manoharabad–Kothapalli new line project: The project was sanctioned in the year 2006-07 for a distance of 151 Kms with a sanctioned cost of Rs. 1,160 Crore. This is a cost sharing project with Govt. of Telangana. Accordingly, 1/3rd cost will be shared by Govt of Telangana and land will be given by them at free of cost. The section between Manoharabad – Siddipet for a distance of 76 kms is completed and commissioned. Balance works are in fast progress.

Rs. 300 Crore has been allotted for Kotipalli – Narsapur new line project: The project was sanctioned in the year 2000-01 for a distance of 57 Kms with a sanctioned cost of Rs. 2,120 Crore. 25% of the project cost is to be shared by the Govt of AP. The new line works in this section involves construction of important major bridges o­n Gowthami, Vynatheya and Vashista rivers, which are in progress.

The allocations for some of the important Doubling / Third Line as well By-Pass line Projects:

Rs. 500 Crore has been allotted for Vijayawada – Gudur 3rd line project: The 3rd Line project was sanctioned in the year 2015-16 for a distance of 288 kms with a sanctioned cost of Rs. 3549 Crore. Execution of works has been commenced in three phases between Gudur- Bitragunta, Karavadi – Bitragunta and Krishna Canal – Karavadi simultaneously. The section between Gudur – Singarayakonda for 127 Kms and Bapatla – Karavadi for 61 Kms (totalling to188 Kms) has been completed. Balance works are in fast progress.

Rs. 310 Crore has been allotted for Kazipet – Vijayawada 3rd line project: The 3rdLine project was sanctioned in the year 2012-13 for a distance of 220 kms with a sanctioned cost of Rs. 1,953 Crore. The section between Vijayawada – Errupalem for a distance of 33 Kms & Warangal – Nekkonda for a distance of 32 Kms is completed. The works in the remaining sections are progressing well.

Rs. 300 Crore has been allotted for Kazipet – Balharshah 3rd line project (excluding Raghavapuram – Mandamarri): The 3rd Line project sanctioned in the year 2015-16 for a distance of 201 kms with a sanctioned cost of Rs. 2,063 Crore. Out of this, 71 kms of tripling and electrification works between Hasanparthi – Raghavapuram and 61 Kms between Sirpur Kaghaznagar – Manikgarh have been completed. The works in the remaining sections are progressing at a fast pace.

Rs. 283.50 Crore has been allotted for Guntur – Guntakal doubling project: The doubling project was sanctioned in the year 2016-17 for a distance of 404 kms with a sanctioned cost of Rs. 3,631 Crore. Out of this, doubling and electrification works between Nallapadu – Giddalur (203 Kms) & Betamcherla – Guntakal (104 Kms) totalling to 307 kms have been completed, while the works in the balance stretch Giddalur – Betamcherla are progressing well.

Rs. 220 Crore has been allotted for Akola-Dhone Doubling project via Mudkhed and Secunderabad (Excl Purna – Mudkhed and Bolarum – Mahabubnagar): The project was sanctioned in 2019-20 for a distance of 612 Kms with a sanctioned cost of Rs. 6,260 Crore. The detailed estimate is prepared for execution of the project between Mudkhed – Dhone by excluding the already completed section between Bolarum – Mahbubnagar as per the instructions of Railway Board.

Rs 214 Crore has been for Aurangabad – Ankai Doubling Project: The project is sanctioned in the current budget for a distance of 98.25 Kms with a sanctioned cost of Rs 960.64 Crore.

Rs. 200 crores has been allotted for Guntur – Bibinagar Doubling project: The project was sanctioned in 2023-24 for a distance of 248 Kms with a sanctioned cost of Rs. 2,480 Crore.

Rs 150 Crore has been for Gooty – Pendekallu Doubling Project: The project has been sanctioned in 2023-24 for a distance of 29.22 Kms at a sanctioned cost of Rs 351.83 Crores.

Rs 100 crore has been for Parbhani – Parli Vaijnath Doubling Project: The project has been sanctioned in 2023-24 for a distance of 64.71 Kms with a sanctioned cost of Rs 769.93 Crores.

Rs 100 Crore has been for Bhadrachalam Road – Dornakal Doubling Project: This project has been sanctioned in the year 2023-24 for a distance of 54.65 Kms with a sanctioned cost of Rs 770.12 Crore.

Rs. 50 Crore has been allotted for MMTS Phase II project: The project was sanctioned in the year 2012-13 with the sanctioned cost Rs. 817 Crore. The Sections completed till date are – Malkajgiri – Bolarum Double Line Electrification for 14 Kms, Telapur – Ramachandrapuram for 6 Kms, Medchal-Bolarum doubling for 14 Kms, Moula Ali – Ghatkesar Quadrupling for 12.2 Kms, Falaknuma-Umdanagar Doubling for 13.5 Kms. Currently, works are underway in the remaining section i.e., Sanath Nagar to Moula Ali Doubling with Electrification.

Rs. 10 Crore has been allotted for MMTS Phase II extension project up to Yadadri: The project was sanctioned in the year 2016-17 with the sanctioned cost Rs. 330 Crore for a distance of 33 Kms. The estimated cost has been subsequently revised to Rs 430 Crores.

For Bypass Lines:

Rs. 209.8 Crore has been allotted for construction of By-Pass lines at Vijayawada (19.5 Kms), Kazipet (10.65 Kms), Renigunta (9.6 Kms) and Wadi (7.6 Kms) covering Andhra Pradesh, Telangana and Karnataka States. Works are in fast progress.
In addition, Rs. 172.27 Crore has been allotted for construction of By-Pass lines at Parli Vaijnath (1.9 Km), Vikarabad (2.8 Kms), Vishnupuram (4.9 Km), Latur, Mudkhed, Purna and Ankai covering Telangana and Maharashtra States. These Bypass lines are sanctioned in the current budget.
Under Mission Electrification, towards 100% electrification of the existing BG lines, the allocation for the current year is Rs 224.59 Crore.

Details of allocations for other important Projects across the Zone are:

An amount of Rs.425 Cr has been sanctioned for Major upgradation of stations and soft Upgradation of Works across SCR under Station Development Works.
Rs. 407 crs has been sanctioned for construction of ROB/RUB o­n Golden Quadrilateral routes.
Rs. 197 crs has been allotted for provision of FOBs and High Level Platforms at Stations
An amount of Rs.172 crs have been sanctioned for Traffic Facility Works.
An amount of Rs.150 crs has been allotted for the Railway Manufacturing Unit at Kazipet
Rs. 115.54 Crore allotted for the Midlife Rehabilitation factory at Kurnool
Rs 93.75 Crore for Solar Power Works Rs.46 Crore allotted for development of Satellite terminal at Cherlapally Station
Rs 50 Crore for Guntur Yard multi tracking and connectivity
Rs 30 Crore for maintenance works of third Godavari Bridge at Rajahmundry
Rs 10 Crore for Development of Maintenance facilities for Vande Bharat Trains
As can be seen from the above discussion, substantial budget allocations have been made for the execution of the o­ngoing projects o­n South Central Railways.

In terms of State-wise allocation:

Total Budget allocation for Infrastructure projects & safety works, falling fully / partly in State of Telangana for 2024-25 is Rs 5, 071 Crores, as against Rs 4,418 crore in 2023-24. This is more than 14.7% higher than the allocation done in last year. The current year’s budget allocation for the state is nearly 20 times the allocation made in the year 2014-15 (i.e., Rs. 258 crores).

Total Budget allocation for Infrastructure projects & safety works, falling fully / partly in State of Andhra Pradesh for 2024-25 is Rs 9,138 Crores as against Rs 8,406 crore in 2023-24. This is 8.7 % more than the budget allocation made last year. The Budget allocations to Andhra Pradesh have been witnessing sustained increase, with current year’s allocation being almost ten times the average allocation done during 2009-14.

The substantial budgetary allocation underscores the government’s commitment to modernising and expanding railway infrastructure to meet the growing demands of passengers and freight transportation, ultimately contributing to the socio-economic development of the region.

Pradesh secured Rs. 9,138 crore for the year, a substantial increase from the average Rs. 886 crore allocated between 2009-14. The state boasts a total investment of Rs. 68,059 crore in railway development.
