The Metro Rail Corporation had argued that the Detailed Project Report (DPR) for metro rail projects includes a provision for state governments to provide land for commercial development, parking, and advertising. The DPR also states that state governments will exempt metro rail projects from state and local taxes or reimburse such taxes from the projects. Local bodies had demanded a total of 7.57 crore rupees in house tax, water tax, and sewer tax from the Metro Rail Corporation, which constitutes approximately 6.3% of Lucknow Metro's total revenue. This significant portion of the Metro Rail Corporation's income could have hindered its operations. The Housing Department prepared a proposal based on this rationale and presented it to the cabinet for approval.
