metro rail operates in Lucknow, Kanpur, and Noida, with Agra soon to commence operations. Other cities are also planned for future metro rail projects. The Delhi-Meerut rapid rail is already operational. The Metro Rail Corporation had argued that the Detailed Project Report (DPR) for metro rail projects includes a provision for state governments to provide land for commercial development, parking, and advertising. The DPR also states that state governments will exempt metro rail projects from state and local taxes or reimburse such taxes from the projects. Local bodies had demanded a total of 7.57 crore rupees in house tax, water tax, and sewer tax from the Metro Rail Corporation, which constitutes approximately 6.3% of Lucknow Metro's total revenue. This significant portion of the Metro Rail Corporation's income could have hindered its operations. The Housing Department prepared a proposal based on this rationale and presented it to the cabinet for approval.

Metro Rail Corporation ne argument kiya tha ki metro rail projects ke liye banayi gayi Detailed Project Report (DPR) mein ek provision hai jisme state governments se commercial development, parking, aur advertising ke liye land provide karne ka kaha gaya hai. DPR mein yeh bhi mention hai ki state governments metro rail projects ko state aur local taxes se exempt karenge ya phir projects se aise taxes reimburse karenge. Local bodies ne Metro Rail Corporation se 7.57 crore rupees ka house tax, water tax, aur sewer tax maanga tha, jo ki Lucknow Metro ke total revenue ka 6.3% hai. Yeh Metro Rail Corporation ki income ka bada hissa hai, jiski wajah se unke operations mein dikkat aa sakti thi.
