To be frank with you most of these buggers are all in for the money but there are a few people with the dubious agenda of opposing every development project coz they don't want to see the country progress irrespective of the government in power.

more... genuine concerns too like many times the tarpaulins covering the coal trains are torn and passenger trains not getting restored, etc. but these can be solved by the Railways using better quality materials to cover the coal, Railways restoring pre covid era trains and also introducing some more important trains and beside this the central government has to think of viable alternative to coal which in my opinion is nuclear power.
Untill and unless nuclear power is not given due attention and more plants being sanctioned the demand for coal will keep on rising to keep up with the growing energy demand of a growing economy. Also nuclear energy is free of greenhouse gases and other pollutants. Nuclear mix with hydro, solar and wind power is the way forward with reducing coal usage.
