Definitely yes.. When there are means, things must be taken in a way to provide it to some extent. When taxes come, companies are able to adapt to it. why not for ongoing traffic issues.

Agree with your suggestion. But I believe work will suffer if completely shifted to work from home. May be 1 or 2 days from home could be a better choice.

Not related to infrastructure Sir. With the present infra, we can achieve 100% work from home. But, work does need a certain kind of environment. Just like how we need a certain atmosphere to study, another atmosphere to enjoy, work needs its own kind of atmosphere. With relaxed and cozy atmosphere at home, it will never be on par with what amount of work done at office space.

A lot of companies do have a work from home policy. My office was in Whitefield EPIP area and we had an unlimited WFH policy where employees are free to work from home as and when they want (except when there are important meetings). But people always preferred to come to work.
Like Anvit Sir said, the work quality is usually different when working from home. Our work required regular collaboration between teams, discussing with our colleagues, helping people debug issues etc. All of these are far more efficient and easier when everyone is sitting together in one building. Working from home solves the travel problem, but has many drawbacks too.
