Work will start since June or July...70 kms in 3 years...Is it looking practical?

Land acquisition procedure and laws are so tedious that, 3 year period is often not enough to complete the land acquisition forget about completion of construction and commissioning of the project.
We are not so hopeless creatures...Land acquisition will be done...but completion in 3 years is doubtful.
