This exactly can be called a first dynamic discount on fare by IR where fares shall go below the normal fare.

more... will give the politicians one more avenue to favour the voters of his/her constituency by introducing a large number of normal fare & other trains from their constituency which shall go vacant and the paxs shall get a 10% discount over normal fare for the last minute vacant seats. The rest have to pay flexi fares and shall not get discount as train seats seldom go vacant in non-vip area. So pampered area with vacant seats on trains shall get additional benefit of this discount in addition to easy availability of seats at normal fares.

The best way to fix fare is making the costing a prime consideration. More the IR play with this rule, more avenues shall open for malpractices detrimental to IR finances/ nation. Minor deviation by way of controlled subsidy may be given, but not beyond all bounds as is case today.
