Our policies are extremely extreme, there was a time when land owners were getting peanuts i.e.much lesser than the market price if their land was acquired for any national/ state interests. It was because the govt. price of land use to be less than quarter of market price at many places. Today scenario is different. Govt price is often higher than the market price and govt. is giving 3 times the govt. price which in itself is inflated. After that, the land owners demands job in Railways also in lieu of land, and sometimes want share in the new venture
For example in case of the proposed New Electric Loco Factory Railway factory at Madhepura, earlier there was a news in epaper...
more... jagaran stating that farmers were demanding 4 times the market value of land as compensation along with 25% share in proposed new locomotive factory, and a job to family member of the persons whose land will be taken over for the project!
The best option for the IRlys is to announce its intention for establishing a factory and let the states come out with their competitive offers to provide suitable land at cheapest cost. The cost of land will come down to 10% of present cost and rlys will definitely get better facilities there as compared to the proposed one. ISB was smart to get very cheap land and other facilities after enf=gaging several states in the competition. The cost of locomotives to IRlys should have been lesser at the best location.
