One version which I have heard from multiple rly staff themselves is the fact that the rly orgnisation itself is highly bueaurcratic with multiple wings , divisions, zones (Electrical ,mech,construction,coaching etc et).Decision making always takes time and there were lots of inter dept rivalries and lack of co-operation on many aspects. On top of it is a very strong union.It is difficult to implement changes and was felt that rlwy growth was being stagnant for a long time.Multiple ministers/gov tried changing all this but nothing changed. Today situation is such that there are people willing to pay for these services. Only time will tell whether it will come sucessful
