What do you mean railways are MAKING the poor people pay more? Railways, run by the government is first of all not a privilege of the citizens but a service which needs to be paid for accordingly. India at the moment cannot afford to subsidise anything to this extent while being a developing country. The poor people have a choice, of travelling in various other means and the same poor people you are talking about(incl people staying in slums) have tata/videocon DTH's over their concrete houses or huts(please visit any slum in blr). When they can afford that, they can certainly afford to pay a little more to chip in to save our national transporter which is already bleeding from an unfair and rather a hypocritical expectation of lower fares and higher standards.

I do not understand what pseudo poverty struck people do you keep giving your views about, it wouldn't hurt anyone to pay even double the price existing at the moment of passenger trains, because even then it would be much cheaper than any other mode of transportation. Why dont anyone give their 'views' for the poor people's who cant afford KSRTC/BMTC/BMRC i dont understand.
