CBE is a passing halt for this train and if I am not mistaken, this WAP5 brought in the train from KCVL to CBE and is waiting to proceed further towards NZM. This is not a case of the loco coupling to the rake at this station. And besides, when shunting, the marker light would be red until the panto is risen up. Here it is white.
Most probably, the panto was just lowered due to some issue reported by the on-board diagnostics. As this is the first time the crew in this section are operating WAP5 locomotives, they would have been extra-cautious.
