చేస్తున్నప్పటికీ, వాస్తవ రూపం దాల్చడం లేదు. రైల్వే శాఖా మంత్రిగా పనిచేసిన మమతా బెనర్జీ చేతుల మీదుగా అమలాపురంలో ఈ పథకానికి పునాది రాయి పడినప్పటికీ.. ఆమె మళ్లీ రైల్వే మంత్రిగా మరోసారి ప్రమాణ స్వీకారం చేసినప్పటికీ, ఇందుకు సంబంధించిన నిధులను విడుదల చేయలేదు. పార్లమెంట్ ఎన్నికల సమయంలో రైలు కూత విషయాన్ని ప్రస్తావిస్తూ.. ఈ ప్రాంత ప్రజానీకానికి మళ్లీ ఆశలు చిగురింపచేసే ప్రయత్నాలను రాజకీయవేత్తలు నిర్వీరామంగా చేస్తూనే వస్తున్నారు. కోటిపల్లి నుండి కాకినాడకు రెండు మూడు తడవులు రైలు ప్రయాణీకుల నిమిత్తం రైళ్లను తిప్పాలని రైల్వే అధికారులను ఎన్నిసార్లు కోరినా అరణ్య రోదనగా మిగిలింది. అత్యల్ప ఖర్చుతో ప్రయాణీకుడు ప్రయాణంచేసే పరిస్థితిని రైల్వే శాఖ కల్పించినప్పటికీ.. డివిజన్ స్థాయిలో అధికారులు ఈ అంశంపై ఎప్పుడూ ఆదరణ చూపకపోవడం కేవలం ఈ ప్రాంత ప్రజాప్రతినిధుల నిర్లక్ష్య ధోరణికి అద్దం పడుతోంది. రామచంద్రపురం రైల్వే స్టేషన్‌లో రైల్వే టిక్కెట్‌లు అమ్మకం, తదనంతరం రిజర్వేషన్ టిక్కెట్లు అమ్మకంతోపాటు తత్కాల్ టిక్కెట్లను జారీచేసే ప్రక్రియ జరుగుతోంది. ప్రతీ రోజూ రూ.20వేల మేరకు రైల్వే శాఖకు టిక్కెట్ల అమ్మకం ద్వారా ఆదాయం లభిస్తోంది. గతంలో రామచంద్రపురం రైల్వే స్టేషన్ నుండి కేరళ, అస్సాంకు ధాన్యం ఎగుమతి నిర్వహించే కృషి జరిగింది. అందుకుగాను ఫ్లాట్‌ఫాంలను నిర్మించేందుకు ఈ ప్రాంత రైసు మిల్లర్లు సంఘటితంగా కృషిచేసి, నెలకు కోటిన్నర రూపాయలు ఆదాయం రైల్వే శాఖకు వచ్చే ప్రయత్నం చేసారు. ఆ తరువాత రైల్వే వేగన్లను తీసుకువెళ్లే క్రమంలో పలు ప్రాంతాలలో రైల్వే ట్రాక్ ఇబ్బంది పెడుతోందన్న అంశాన్ని రైల్వే గూడ్స్ డ్రెవర్లు వ్యక్తపరచడంతో, ఇంజనీర్ల నిర్వాకాన్ని బహిర్గతం కాకుండా ఉండేందుకుగాను, ఆదాయం పుష్కలంగా వస్తున్నప్పటికీ, గూడ్స్ రవాణా ప్రక్రియను అర్ధాంతరంగా నిలిపివేసారు. ప్రస్తుతం రైల్వే ఉన్నతాధికారులు, మంగళవారం మినహా మిగిలిన రోజులలో కాకినాడ-కోటిపల్లి రైలు మార్గంలో తిరిగే రైలు బస్‌ను యధావిధిగా సింగిల్ ట్రిప్ నిర్వహిస్తూ, రామచంద్రపురం, కోటిపల్లి రైల్వే స్టేషన్లలో పనిచేసే వారినందర్నీ వేరొక ప్రాంతానికి తరలించేందుకు రహస్యంగా.. వ్యూహాత్మకంగా పథకం రచించినట్లు విశ్వసనీయ వర్గాల సమాచారం. ఇప్పటికే రెండుచోట్ల మాత్రమే గేట్‌మెన్లను ఉంచి, మిగిలిన లెవెల్ క్రాసింగ్‌ల వద్ద గేట్‌మెన్లను తొలగించారు. రైలు బస్‌లోనే ఒక గేట్‌మేన్ ప్రయాణం చేస్తూ, గేట్ వద్దకు వచ్చేసరికి రైలు బస్‌ను ఆపి, గేట్ మూసి, రైలు బస్ గేటు దాటిన తరువాత తిరిగి గేట్‌ను తెరిచే విధానాన్ని రైల్వే అధికారులు అమలులోకి తీసుకువచ్చారు. కోట్లాది రూపాయలు వ్యయపరచి, రామచంద్రపురంలోనూ, కోటిపల్లిలోనూ నిర్మించిన రైల్వే ఉద్యోగుల వసతి గృహాలు అసాంఘిక కార్యకలాపాలకు నిలయాలుగా మారాయి. ఈ పరిస్థితులలో రైల్వే ఆస్తిని పకడ్బందీగా పరిరక్షించుకోవాల్సిన రైల్వే శాఖ, ఇంజనీర్ల నిర్వాకంతో అనాలోచిత చర్యలకు పాల్పడటం పట్ల రైల్వే వినియోగదారులు ఆగ్రహంతో ఉన్నారు. కాకినాడలో ఆదివారం ప్రత్యేక ఎసి ట్రైన్‌ను ప్రారంభించేందుకు సన్నాహాలు జరుగుతున్న నేపథ్యంలో ఉన్నతాధికారులు కాకినాడ-కోటిపల్లి రైల్వే లైన్ అంశంపై విధానపరమైన నిర్ణయాలు తీసుకునేందుకు వీలుగా నివేదికలను సిద్ధం చేస్తున్నట్లు, అందుకుగాను విజయవాడ రైల్వే డివిజన్ అధికారులు ముమ్మర కసరత్తు చేసినట్లు విశ్వసనీయ సమాచారం. జిల్లాలోని ముగ్గురు ఎంపిలు ఈ అంశంపై రాష్ట్రానికే చెందిన రైల్వే శాఖ సహాయ మంత్రి కోట్ల సూర్యప్రకాశ రెడ్డి దృష్టికి తీసుకువెళ్ళి, అధికారుల అనాలోచిత చర్యలకు అడ్డుకట్ట వేయాలని ప్రజలు, రైల్వే వినియోగదారులు కోరుతున్నారు.
