Yes, We should force railways to categorise trains rather than to concentrate only on premium trains.
1. Normal passengers: Fully UR, stops at all places. average speed: 30-45 kmph. Normal passenger fare.
2. Express: Fully Non AC sleepers and UR exception with 2 or 3 AC coaches, stops at major halts, have avg speed from 40-55 kmph. Normal Express fare

3. Janata express: Fully Non AC sleepers and UR, stops at major halts, have avg speed from 40-55 kmph.Normal passenger fare.
4. Super fast, Intercities, Jan shatabhi, Duronto: Mixture of AC, NON AC with limited UR coaches (2-3 coaches for UR for SF and ICE/ No UR for duronto andJS), limited stops, have avg speed from 55-65 kmph. Normal Express fare + superfast surcharge/Duronto Surcharge/JS surcharge.
5. Shatabhi, Tejas, Rajdhanis: Fully AC. Neither Non AC sleepers Nor UR. very limited stops,have avg speed from 60-90 kmph. Rajdhani/shatabhi fare. (1.25 of normal express fare). VB should brought under Shatabhi/Tejas category.
6. Premium fast & humsafers: Fully AC with NO UR/sleepers, only city stops, very limited stops, have avg speed above 65 kmph. ARP should be 1 day. Fully tatkal Express fare +superfast surcharge . humsafers only need to have 3A and 3E.
7. AC MEMU/EMU: Fully AC UR MEMU/EMU with limited stops. Express fare of Sleeper category or First class fare of EMU.
8. Special category trains: Hill trains, Sampark Kranti, State Superfast , Yuva, Garib rath etc. confined to certain category and special purpose. Fixed fare.
